Programs
Theo is nationally recognized for
his extensive experience in traffic and roadway safety engineering.
He is also a nationally recognized expert on pedestrian and bicycle
facilities design, operations and safety. Before joining Sprinkle
Consulting, Theo was with the Florida Department of Transportation
for 11 years. In addition to serving as Florida's Pedestrian and
Bicycle Coordinator in FDOT's Safety Office, he also served as
a Traffic Operations Engineer and District Pedestrian/Bicycle
Coordinator for five years in FDOT's Jacksonville Urban Office.
Theo works on the local, state and
national levels developing guidelines for the design and operation
of pedestrian and bicycle facilities. He is a member of the Bicycle
Technical Committee for the National Committee on Uniform Traffic
Control Devices (NCUTCD). Along with Bruce Landis, Theo is a national
instructor for FHWA's National Highway Institute's Bicycle and
Pedestrian Facility Design Courses.
Theo co-authored the Florida Greenbook's
chapters on pedestrian and bicycle facilities, traffic calming,
and residential street design. He frequently makes presentations
related to pedestrian and bicycle transportation at conferences
throughout the United States.
