The level of service models developed
by Sprinkle Consulting, the Bicycle LOS Model and the Pedestrian
LOS Model, are the most widely used methods in the United States.
Numerous state, regional and local transportation agencies have
adopted these cutting-edge techniques for evaluating their roadway
networks.
As testimony to their establishment, in
1999 the Florida Legislature directed the Florida DOT " to develop
methods for multi-modal performance measurement and provide them
to the local governments." to implement legislation targeted at
curbing congestion and limiting urban sprawl. Correspondingly,
the FDOT's Systems Planning Office researched, tested and evaluated
our Bicycle LOS and Pedestrian LOS Models, and found them to be
"at the forefront of other nationally accepted techniques."
The FDOT's latest Quality/Level
of Service Handbook establishes these two operational models
as the recommended practice for widespread use throughout Florida's
roadways.
Sprinkle Consulting is currently a central participant
in developing the Multi-Modal Level of Service for Urban Streets,
Project 3-70, of the National Cooperative Highway Research Program.
NCHRP Report 616 documents the findings of this of this study;
sensitivity testing is currently being performed.
